recently during my two and one half years in Mozambique has there been a
superior elucidation of feeling and purpose by both Portuguese and
African spokesmen concerning the Mozambique African-Portuguese question.
This has been expressed on the Portuguese side by the minister for
overseas, Adriano Moreira, in speeches and essays, his latest speech
being delivered in Oporto on May 11, and on the African side by Eduardo
Mondlane in his petition to the UN Committee on Territories under
Portuguese Administration in early April. A short discussion concerning
both may be in order in leading up to my further commentary concerning
the US policy position...
